First, fully understand the importance of promoting cleaner production

The level of clean production management is low, consumption is high, waste is high, and resource utilization efficiency is low. The implementation of cleaner production will improve the overall level of resource utilization efficiency and pollution prevention in our province, improve the environmental quality of our province, protect the ecological environment, transform the economic growth mode, accelerate the process of new industrialization, and realize the coordinated development of the province's economy, resources and environment. Second, the basic principles and objectives of promoting cleaner production

Basic Principles: Starting from the provincial conditions of our province, we adhere to the principle that enterprises are the mainstay and the government promotes and promotes according to law, give full play to the basic role of market allocation of resources, strengthen policy guidance and incentives, and gradually form a mechanism for enterprises to consciously implement clean production.

Objective: To achieve a significant reduction in the comprehensive energy consumption of major energy-consuming products in our province within three years, the industrial water reuse rate and the comprehensive utilization rate of industrial solid waste have increased significantly, and the province's resource utilization efficiency has been significantly improved. By 2010, we will basically establish a mechanism for enterprises to consciously implement clean production, and improve the policies, regulations, standards, and service systems for cleaner production.

III. Emphasis on the implementation of cleaner production (1) Formulate plans and implementation plans for promoting cleaner production. The provincial economic commission and the provincial environmental protection bureau and other relevant departments have formulated the province's implementation of cleaner production planning. The municipal and state economic commissions shall, in conjunction with the relevant departments of the Environmental Protection Bureau, formulate implementation plans for the implementation of cleaner production in accordance with the actual conditions of the region. The Provincial Economic Commission and the Provincial Environmental Protection Bureau, together with relevant departments, speed up the formulation of local supporting regulations to promote cleaner production, manage according to law, and strengthen law enforcement supervision.

The economic commissions at all levels, environmental protection and relevant departments must urge enterprises to regulate the implementation of cleaner production. (1) Defining responsibilities and strengthening the leadership of cleaner production organizations. (5) Improve and implement policies to encourage enterprises to implement cleaner production

1. Increase financial support for clean production. The implementation of cleaner production is mainly based on enterprise investment. (6) Strengthening environmental supervision and management and promoting enterprises to implement cleaner production

1. Strengthen the environmental management of construction projects. Clean production will be included in the environmental impact assessment and feasibility study, and will be implemented in all aspects of construction project design, construction and acceptance. For construction projects that use outdated processes and equipment that are phased out within a time limit, the relevant investment management department may not approve or file the case, and the environmental protection department may not approve its environmental impact assessment report (form). 4. Establish a system for compulsory recycling of products and packaging materials. The products and packaging materials listed in the catalogue shall be recycled in accordance with the regulations on the management of compulsory recovery of products and packaging materials.
