One is that operators still focus their financial resources on 2G network construction, and the other is to regard 3G development as a high-end business. Why do 3G networks rarely have low-end users? In my opinion, 3G mobile communication networks cannot be understood as high-end communication services. Many people have argued with me that just making a phone call or sending a text message is enough to use a 2G network. 3G is mainly for rich fashion people. According to this logic, if low-end people use low-level networks and high-end people use high-level networks, not only will 2G networks always exist, shouldn't 1G networks, PHS and paging networks be retired?

3G is a replacement for 2G, not an additional high-end service. Operators should actively cover the 3G network to the mass market, truly upgrade, and evolve in the direction of LTE in time.

Generally speaking, the penetration rate of a new technology is about 10-15%, and it will usher in a period of rapid development. The penetration rate of 3G users in China is still too slow.
