Kunming: Landscape lighting ultra-energy penalty from October

The Kunming Municipal Administration of Comprehensive Administrative and Law Enforcement Bureau will hold a “Kunming City Lighting Management Regulations (Draft for Soliciting Opinions)” hearing on July 29th. The Exposure Draft stipulates that urban lighting should establish and improve the lighting of zoning, time-sharing, and grading. Energy-saving control measures, the use of high-energy-consuming lamps is strictly prohibited. In the urban landscape lighting with excessive lighting and other super energy consumption standards, the urban lighting authority will be ordered to make corrections within a time limit. If it has not been corrected within the time limit, it may impose a fine of between 1,000 yuan and 30,000 yuan. At the same time, the lighting rate of functional lighting installed in new and reconstructed urban road projects should reach 100%. The rule is to be implemented on October 1.

It is reported that the "Kunming City Lighting Management Regulations (Consultation Draft)" will be open for comment from the public until July 29th. The draft of the consultation clarified that any unit or individual should take good care of the city's lighting facilities, and have the right to report violations such as damage, theft, and illegal acquisition of city lighting facilities. The city lighting authority may award reporters according to relevant regulations.

The consultation draft also mentioned that road lighting facilities construction units may consider the use of solar energy, wind energy, and other renewable energy sources in the construction and renovation of public road lighting facilities, but they must take into account the lighting function and lighting requirements as a principle and fully consider the light-reducing period. And maintenance factors, to achieve economic and environmental protection, conducive to custody. In accordance with the relevant national regulations, all inefficient lighting products are eliminated in a limited time. The city lighting authority shall establish a city lighting energy consumption assessment system and regularly check the energy consumption of the city's landscape lighting. The urban lighting maintenance unit shall strictly prohibit the use of high-energy-consuming lighting fixtures, actively adopt efficient light sources and lighting fixtures, energy-saving ballasts and control appliances, and advanced lighting control methods, giving priority to the selection of highly efficient, energy-saving products that have passed certification. No unit may have excessive lighting and other super-energy standards in urban landscape lighting.

In addition, the Exposure Draft also proposed that any unit or individual should protect the city's lighting facilities, and must not carry out the following acts, including characterization and smearing on the city's lighting facilities; unauthorized planting of trees and digging holes within the safe distance of urban lighting facilities. Take earth or set up other objects or dump acid, alkali, salt or other corrosive substances or corrosive waste residue or waste liquid; Set up cables, install other facilities or access power; unauthorized removal, removal, use of urban lighting facilities; and other activities that may affect the normal operation of urban lighting facilities. For violations of this provision, the city lighting authority will order it to correct within a time limit, impose fines of between 200 and 1,000 yuan on individuals, impose fines of 1,000 yuan up to 30,000 yuan on units, and compensate for losses in case of losses.
