It is reported that in order to deeply interpret the relevant policies of the national and Guangdong semiconductor lighting industry and promote the healthy and prosperous development of the industry, the National Semiconductor Lighting Engineering R&D and Industry Alliance and the Guangdong LED Industry Alliance will take the “Seventh China International Semiconductor Lighting Exhibition and Forumâ€. Dongfeng is scheduled to hold a “Policy and Industry Development†summit in Shenzhen on October 15, 2010. The summit will invite relevant department leaders and representatives of well-known enterprises to interpret industrial policies, analyze the direction of technology development and product application trends.
In recent years, in order to promote the healthy and orderly development of the semiconductor lighting industry, national ministries and commissions and various regions have successively issued policies and measures to support the development of the semiconductor lighting industry.
In September 2009, the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Housing and Urban-Rural Development, and the General Administration of Quality Supervision, Inspection and Quarantine jointly formulated the "Opinions on the Development of Semiconductor Lighting Energy-Saving Industry." The "Opinions" put forward seven policy measures, focusing on the development of key areas such as technology and equipment, lighting products and service systems. In 2015, the annual growth rate of the output value of semiconductor lighting energy-saving industries will be around 30%; the market share of products will increase year by year. The functional lighting reaches 20%, the LCD backlight reaches 50%, the market share of landscape decoration and other products reaches 70%; the independent innovation capability of the enterprise is obviously enhanced, and the large MOCVD equipment, key raw materials and more than 70% of the chips are made in China. And 3-5 upstream chip-scale production enterprises; industrial concentration is significantly improved, and there are about 10 leading enterprises with independent brands and large market influence; preliminary establishment of semiconductor lighting standard system; annual energy saving of 40 billion kilowatts At the time, it is equivalent to 40 million tons of carbon dioxide emissions per year.
In April 2010, the State Council promulgated the "Opinions on Accelerating the Implementation of Contract Energy Management to Promote the Development of Energy-Saving Service Industry", explaining the development goals of contract energy management, financial subsidies, tax incentives, demonstration projects, etc., and demanding governments. The organization responded positively and encouraged local governments to introduce further relevant support policies, take the lead in adopting contract energy management methods, strengthen publicity, strengthen the management of energy measurement instruments, and organize demonstrations.
The Science and Technology Department of Guangdong Province organized and implemented the “Green Lighting Demonstration City†special action plan. The plan uses the “Guangdong Green Industry Investment Fund†as a model city to use the contract energy management (EMC) model to provide project investment in the comprehensive application of LED lighting products in urban road lighting, urban lighting projects, and public lighting projects of enterprises and institutions. Local LED lighting technology and industrial development, construction of public product standard testing platform, common technology research and development platform and key enterprises provide project financing and equity investment.
In June 2010, the relevant departments of the province issued a number of opinions on the accelerated development of the LED industry in Guangdong Province (draft for comments), and the “Opinion Draft†proposed that the provincial finance should invest in the development of strategic emerging industries in the province, starting from the second half of this year, for three consecutive years. The annual special funds will be used to organize and implement the urban lighting product demonstration project, and the subsidies will be granted to the selected urban lighting product demonstration project cities through preferential competition. The specific subsidy method is: from July 2010 to June 2011, 300 million yuan will be arranged, and 30% of the price of approved LED lamps will be subsidized. The subsidy per city will not exceed 50 million; July 2011 to June 2012 200 million yuan will be arranged, subsidized according to 20% of the price of LED lamps, and the subsidy per city will not exceed 30 million; from July 2012 to June 2013, 100 million yuan will be arranged, and 10% of the price of LED lamps will be subsidized. Each city subsidy does not exceed 20 million. The LED lighting product demonstration project invested and constructed by the government shall be included in the emergency project management in accordance with relevant regulations and be included in the green channel of major projects.
The formulation of the policy direction is undoubtedly a booster for the rapid development of the industry. Joint efforts of various government departments to form a joint force for government support for industrial development, comprehensive coordination and overall arrangement, strengthen the interaction mechanism between the government and the LED industry, and formulate and improve policies and specific measures conducive to the development of the LED industry in Guangdong Province. The development of the industry has far-reaching effects.
