In the first half of 2009, there were 3,139 enterprises above designated size in the national lighting industry, and the total industrial output value (current price) was 88.197 billion yuan, a year-on-year increase of 1.74%. From the perspective of monthly output value, the output value has maintained a steady growth trend. From January to February 2009, the lighting industry realized a total profit of 707 million yuan, a year-on-year increase of -5.93%. By May, the cumulative profit increased by 1.72% year-on-year, and the profit growth year-on-year achieved a negative transition. In the first half of 2009, the export of most products in the lighting industry showed a negative growth year-on-year. 1. The impact of domestic policies
(1) "Light Industry Adjustment and Revitalization Plan"
The lighting industry is one of the key industries supported by the “Light Industry Adjustment and Revitalization Plan”. The “Planning” proposes to set up industrial upgrading projects for home appliances, lighting and other industries. This year, the output of ordinary incandescent lamps will be reduced by 15%, and the output of compact fluorescent lamps will increase by 30%. The goal is to provide a rare development opportunity for the development of the lighting industry.
(2) “Ten Cities and Ten Thousands” Semiconductor Lighting Application Demonstration City Program
In April 2009, the Ministry of Science and Technology issued the “Response on the Implementation of the Pilot Work of “Ten Cities and Ten Thousand” Semiconductor Lighting Application Engineering”, and proposed to carry out semiconductor lighting application projects in 21 pilot cities including Shenzhen, Dongguan, Tianjin and Shanghai. The energy-saving lamp industry is a green lighting industry supported by policies and is an important part of energy conservation and emission reduction. In 2009, the National Development and Reform Commission and the Ministry of Finance publicly selected 23 high-efficiency lighting products manufacturers, and plans to promote 120 million energy-saving lamps nationwide, twice as much as last year, to expand consumer demand and promote energy-saving emission reduction. It also promotes the development of enterprises and benefits urban and rural residents. With the improvement of people's awareness and the continuous improvement of the industry market, domestic energy-saving lamp manufacturers will usher in a period of rapid development.
On July 24, the signing ceremony of the “China Phased Elimination of Incandescent Lamps and Accelerated Promotion of Energy Saving Lamps” project jointly organized by the National Development and Reform Commission and the United Nations Development Programme (UNDP) and the Global Environment Facility (GEF) was held in Beijing. The project will further promote the healthy development of China's energy-saving lamp production industry by helping the incandescent lamp production enterprises to rationally transform, improve the energy-saving lamp market promotion mechanism, and improve the relevant policy guarantee system, marking the new stage of China's green lighting international cooperation.



(4) Engineering lighting ushered in a huge development opportunity In response to the financial tsunami, the Chinese government has introduced tens of billions of yuan of investment plans to stimulate domestic demand, and various localities have also introduced or implemented urbanization projects, as the infrastructure will usher in a few years. At the peak of construction, the space in the engineering lighting market has become more and more extensive. Whether it is indoor lighting such as schools, hospitals, commercial places, or outdoor lighting such as roads, bridges, and stations, it has a huge space for engineering lighting companies. In addition, in recent years, China will host a number of world events and sports events, such as the World Expo, the Asian Games, the Universiade, etc. This series of venue construction and the construction of local municipal facilities will bring opportunities for engineering lighting.
(5) Various industry standards will be introduced and implemented. First, the mandatory national standards for lamps have been implemented on January 1 this year. 2. The impact of the international environment In recent years, the international call for the elimination of inefficient lighting products has become more and more high, and some developed countries have announced plans for the elimination of incandescent lamps. The European Union recently decided to phase out all incandescent lamps by December 31, 2012, and replace them with green energy-saving lamps.
In addition, trade barriers to the lighting industry continue to emerge in Israel. On April 29, Israel issued the G/TBT/N/ISR/304 Bulletin entitled “Special Requirements for Lighting – Emergency Lighting”, May 11, the US Department of Energy released Energy Conservation Program: Energy Saving Standards for General Purpose Fluorescent Lamps and Incandescent Reflectors, Revised Energy Efficiency Standards for General Purpose Fluorescent Lamps (GSFL) and Incandescent Reflector Lamps (IRL). Standard requirements are implemented after June 30, 2012. All related products manufactured or imported into the United States must meet the above requirements. Many photovoltaic companies that produce general-purpose fluorescent lamps and incandescent reflectors will face the latest trade barriers in the United States.
The above analysis of the domestic and international environment has both opportunities and challenges. However, due to the rigid demand for lighting products, both domestically and internationally, it is expected that lighting products will continue to maintain a steady growth trend in the second half of the year.
