1. Bidding Conditions
This tender project, the Laizhou Nanyang River Comprehensive Improvement Project (Phase I) Design and Construction General Contracting (EPC) Supervision Service, has been officially approved by the relevant authorities. The bidder is the Laizhou Water Authority, and the funding for the project comes entirely from government financial investment. The project is now ready for bidding and is currently undergoing an open tender process.
2. Project Overview and Scope of Tender

2.2 Project Location: Nanyang River Basin, Laizhou City
2.3 Service Period Requirements: From the date of signing the contract to the date of project completion acceptance.

3. Qualification Requirements for Bidders
3.1 The bidder must be an independent legal entity registered in the People's Republic of China, complying with Article 22 of the "People's Republic of China Government Procurement Law." It should hold a valid business license, with the scope of operations covering the procurement content. The company must have a sound financial status, proven performance, and the necessary equipment and technical capabilities to fulfill the contract.
3.2 The bidder must possess a supervision qualification of level B or above in water conservancy and hydropower projects, or a supervision qualification issued by the Ministry of Water Resources at level B or higher.
3.3 The proposed project director must hold a professional qualification as a registered supervision engineer in water conservancy and hydropower projects.
3.4 Up to the deadline for submitting bids, the bidder must not be listed in the defaulters' list, the list of parties involved in major tax violations, or the list of serious violations in government procurement, as stipulated in Article 22 of the "People's Republic of China Government Procurement Law," unless the penalty period has expired.
3.5 Bids from the Commonwealth are not accepted.
4. Bid Registration
4.1 Registration Time
All interested bidders are invited to register and participate in the bidding process from December 13, 2017, to December 18, 2017 (excluding public holidays). The registration hours are from 8:30 AM to 11:30 AM and from 2:00 PM to 5:00 PM (Beijing Time). The same schedule applies for subsequent procedures.
