This is very unfavorable for the development and promotion of energy-saving products in China.

It should be recognized that China's energy consumption per unit of GDP is not only higher than that of developed countries, but also higher than many developing countries. According to statistics, China's energy consumption of 100 million US dollars of GDP is 120,300 tons of standard coal, which is about 7.20 times of Japan's energy consumption of 100 million US dollars of GDP, 5.62 times of Germany, 3.52 times of the United States, 1.18 times of India, and the world. The average level is 3.28 times, and the total energy consumption accounts for 10% of the world's total energy consumption. Excessive energy consumption not only worsens China's increasingly strained resources, but also easily causes environmental pollution, which will make us pay more for environmental governance in the future.

Although China has also introduced the "Energy Conservation Law", the law also stipulates that it is forbidden to build new industrial projects with backward technology, high energy consumption and serious waste of energy, and implement the elimination system for backward energy-consuming products and equipment that consume too much energy. There is no specific standard and lack of operability, which leads to the fact that the law is often suspended in practice.

On the one hand, the strength of the law is not exerted in practice. On the one hand, the role of policy guidance is too weak, which has made our energy-saving product research and development and promotion so far unsuccessful. The promotion of energy-saving products has many advantages. It can save resources, protect the environment, and provide new employment opportunities and new development opportunities. In the United States, for example, according to estimates by the US Department of Energy, the Million Solar Roof Project, which was formulated only when Clinton was president, created 70,000 jobs for the United States.

Faced with the rapid development of energy-saving products in developed countries, we should have a sense of urgency. We should vigorously support energy-saving products, provide comprehensive policy support for R&D and manufacturing enterprises of energy-saving products, and make these industries benefit the country as soon as possible.
